4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6.1 Minutes of February 11-12, and February 18, 2010 Workshop and Regular Meetings.
Recommended Action: Approve Minutes.
6.2 Town Attorney Contract Renewal.
Recommended Action: Approve a contract between the Town and Dennis Crabb for the provision of Town Attorney services for the period of May 31, 2010 – June 1, 2012.
6.3 Federal Transit Administration 5311 Transit Grant Program Application Amendment.
Recommended Action: Authorize the Town Manager to submit an amended application for transit capital assistance through the Federal Transit Administration 5311 program for engineering, design and construction of transit shelters.
6.4 Adoption of Amended Personnel Rules.
Recommended Action: Adopt Resolution 2010-08 – approving certain modifications to the Town of Truckee’s Personnel Rules including the Employer-Employee Relations pursuant to the Meyers-Milias Brown Act, previously adopted via Resolution 2007-55 and amended via Resolution 2008-35 and 2009-06.
6.5 Application for designation of the Truckee Railyard as Catalyst Project for the California Sustainable Strategies Pilot Program from the State of California.
Recommended Action: Adopt Resolution 2010-06 approving the submission of the application.

Town of Truckee Public Financing Authority – Notice of Cancellation
The March 18, 2010 regular meeting the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the first and third Thursday of each month, immediately following the Truckee Town of Truckee Redevelopment Agency meeting.
NOTE: As a sustainable practice separate agendas for the Redevelopment Agency and the Public Financing Authority will be provided only if there are items for the respective agency to consider. If there the meetings are cancelled the agenda will be combined with the Council Agenda. If there are items for the Redevelopment Agency or Public Financing Authority to consider a separate agenda for that body will be produced.
