1. CALL TO ORDER

2. ROLL CALL: Council Members; Green, Brown, deRyk Jones, Vice Mayor Anderson, and Mayor Wallace Dee.

3. PLEDGE OF ALLEGIANCE

4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR

6.1 Minutes of May 20, 2010. Corrected June 3, 2010.

Recommended Action: Approve Minutes.

6.2 Transit Contract Extension

Recommended Action: Authorize the Town Manager to execute a contract amendment with El Camino Trailways to extend the existing terms of the contract to operate the Town’s transit system through November 30, 2010.

6.3 Conflict of Interest Code.

Recommended Action: Adopt Resolution 2010-18 Affirming the Town of Truckee Conflict of Interest Code.

6.4 Establishment of FY 2010-2011 Gann Appropriation Limit

Recommended Action: Approve Resolution 2010-19 authorizing the establishment of the Gann Appropriations Limit for the 2010-2011 fiscal year of $14,156,482.

6.5 Amendment to the Truckee Redevelopment Agency Loan Agreement with the Town of Truckee.

Recommended Action: Approve a modification to the intergovernmental loan agreement with the Town of Truckee Redevelopment Agency establishing a revised repayment schedule.

6.6 Approval of a Contract for Professional Planning Services with Thomas A. Parilo and Associates.

Recommended Action: Authorize the Town Manager to execute a contract with Thomas A. Parilo & Associates for professional planning services in the amount of $50,000.

7. DISCUSSION ITEMS

7.1 PUBLIC HEARING: Solid Waste Services Rates.

Recommended Action: Conduct a public hearing and approve Resolution 2010-24 adopting the residential and commercial rates for solid waste services.

7.2 PUBLIC HEARING: Delinquent Accounts for Residential Solid Waste Services.

Recommended Action: Conduct a public hearing and approve Resolution 2010-23 establishing delinquent residential solid waste services accounts.

7.3 STAFF REPORT: Donner Pass Road Safe Routes to School Improvement Project (CIP 60-10-03) Signage Purchase.

Recommended Action: Authorize staff to purchase push button activated flashing pedestrian crossing and radar activated speed feedback display signage from Traffic Control Service, Inc. in the amount of $38,483.

7.4 STAFF REPORT: Resolution endorsing the Sierra Nevada Geotourism Project.

Recommended Action: Adopt Resolution 2010-20 endorsing the Sierra Nevada Geotourism project and direct staff to work with stakeholders to identify and nominate Truckee assets for recognition.

7.5 STAFF REPORT: Truckee Donner Chamber of Commerce Board Town Liaison Appointment.

Recommended Action: Consider assigning a Council Liaison to participate in the Board Meetings of the Truckee Donner Chamber of Commerce.

7.6 STAFF REPORT: Cancellation of the July 1, 2010 Regular Council, RDA and Finance Authority Meetings.

Recommended Action: Direct Staff as desired, regarding the canceling or re-scheduling of the July 1, 2010 Regular Meetings.

7.7 COUNCIL PRIORITY: Fiscal Year 2010-2011 Town of Truckee Annual Operating and Capital Budget

Recommended Action: Provide direction to staff in regards to the 2010-2011 Town Operating and Capital budgets.

Town of Truckee Public Financing Authority – Notice of Cancellation

The June 17, 2010 regular meeting the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the first and third Thursday of each month, immediately following the Truckee Town of Truckee Redevelopment Agency meeting.

NOTE: As a sustainable practice separate agendas for the Redevelopment Agency and the Public Financing Authority will be provided only if there are items for the respective agency to consider. If there the meetings are cancelled the agenda will be combined with the Council Agenda. If there are items for the Redevelopment Agency or Public Financing Authority to consider a separate agenda for that body will be produced.

POSTING: I declare a copy of this agenda was posted at Town Hall, 10183 Truckee Airport Road, Truckee, CA, on Friday, May 28, 2010 by 5:00 p.m. Agenda packets will be available for public review Monday, May 31, 2010 at Town Hall, Truckee Library, The Copy Center, and online at www.townoftruckee.com.

Any writings or documents provided to a majority of the Truckee Town Council regarding any item on this agenda will be made available for public inspection in the foyer in front of Council Chambers located at 10183 Truckee Airport Road, Truckee, CA, during normal business hours.
