3. Tour of Truckee Donner Recreation and Park District Truckee Community Recreation Center: Planning Commissioners and staff will tour the Truckee Donner Recreation and Park District’s Truckee Community Recreation Center at 5:00 p.m. to 5:45 p.m. The Truckee Community Recreation Center is located at 8924 Donner Pass Road, at the Pioneer Center Roundabout.

6. PUBLIC COMMENT. This is an opportunity for members of the public to address the Commission on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Planning Administrative Secretary 24 hours prior to the meeting to allow for distribution. Under state law the Commission cannot take action on an item not on the agenda. The Commission may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

8. DISCUSSION ITEMS

8.1 PUBLIC HEARING: Application No. 06-048/DP-DCA-PD (Truckee Donner Recreation and Park District Community Recreation Center); Owner/Applicant: Truckee Donner Recreation and Park District (TDRPD). Jenna Endres, Associate Planner.

The Planning Commission reviewed and recommended approval of the Truckee Donner Recreation and Park District (TDRPD) Community Recreation Center in May 2007. The Commission’s recommended conditions of approval were incorporated into the project prior to Town Council consideration and approval of the project in June 2007. Construction on the community center commenced in summer 2008 and completion occurred in December 2009. During construction of the community center, the design team encountered difficulties with the approved built-up concrete transparent stain colors. To address these difficulties, a different palette of paint colors was selected by the design team. As a result of this process, the existing color palette deviates from the Planning Commission-approved color palette. Staff believes the colors deviate enough from the original palette that consideration of this change falls outside our review authority and should instead be considered by the Planning Commission.

Recommended Action: The Planning Commission review and consider the existing building color palette to determine consistency with the original approved colors and to provide direction on the existing colors.

8.2 PUBLIC HEARING: Application No. 07-068(a)/EXT (Donner Offices Development Permit/Use Permit/Planned Development); Owner/Applicant, Mark Percin/Intermountain Development. Jenna Endres, Associate Planner.

The applicant is requesting a two-year time extension to the previously approved Development Permit to construct more than 5,000 sq. ft. of floor area, Use Permit to construction on a lot with slopes in excess of 20 percent and Planned Development to allow minor modifications to the parking and circulation design standards and snow storage requirements. The project is located with the DMU (Downtown Mixed Use) zoning district.

Recommended Action: The Planning Commission adopt Resolution No. 2010-02, approving a two-year time extension for the previously approved Development Permit, Use Permit, and Planned Development for the Donner Offices project.

8.3 STAFF REPORT: Application No. 07-063/DC AMD Development Code Update (Phase 1 Development Code Amendments—Housing Element Consistency). Denyelle Nishimori, Associate Planner.

The 2009 Housing Element identifies several recommended Development Code amendments to ensure the development housing that meets the needs of all economic segments of the community. These amendments vary from text changes to incorporation of new sections and standards. A list of housing programs requiring Development Code amendment consideration is included in Attachment #1. Recommended changes are included in Attachment #2. Staff notes that some of the housing programs are scheduled to be reviewed by the Housing Advisory Work Group (HAWG) on June 17, 2010 and that HAWG’s recommendations will be included as part of the July 14, 2010 Planning Commission Development Code Update review.

Recommended Action: The Planning Commission review the proposed Phase 1 (Housing Element Consistency), Development Code Amendments and provide comments to staff.

9. INFORMATION ITEMS.

9.1 Upcoming Commission meetings and agenda items. Update on Planning Commission meetings and public hearings scheduled for July and August.

10.. COMMISSION MEMBERS REPORTS. During this time the Commissioners may make a brief announcement or update each other on various other meetings they have attended since the last Commission meeting. Furthermore, a Commissioner may provide a reference to staff for factual information, request staff to report back to the body of the subsequent meeting concerning any matter, or may direct staff to place a matter of business on a future agenda. However, no action will be taken at this meeting during this time.

11.ADJOURNMENT. To the regularly scheduled meeting of the Planning Commission, Wednesday, July 14 , 2010, 6:00 p.m. at 10183 Truckee Airport Rd, Truckee, CA 96161.

Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the foyer in front of Council Chambers located at 10183 Truckee Airport Road, Truckee, CA, during normal business hours.
