4. PUBLIC COMMENT - This is an opportunity for members of the public to address the Council on items which are not on this agenda. Please state your name for the record. Comments are limited to three minutes. Written comments should be submitted to the Town Clerk 24 hours prior to the meeting to allow for distribution. Under state law the Council cannot take action on an item not on the agenda. The Council may choose to acknowledge the comment or, where appropriate, briefly answer a question, refer the matter to staff, or set the item for discussion at a future meeting.

6. CONSENT CALENDAR
6.1 Minutes of June 3, 2010 regular and closed session meetings.
Recommended Action: Approve minutes.
6.2 Request for Transportation Development Act Funds from the Nevada County Transportation Commission (NCTC).
Recommended Action: Adopt Resolution 2010-21 and Resolution 2010-22 requesting the NCTC allocate Transportation Development Act (TAD) Funds for Fiscal Year 2010/11 for the Transit and Paratransit System operations.
6.3 Town Manager Pay Change.
Recommended Action: Approve Resolution 2010-27, increasing Town Manager, Tony Lashbrook’s pay by 0%.
6.4 Claim Denial.
Recommended Action: Deny the claim for damages for Barbara Bigham.
6.5 Authorizing Submittal of an Application to the California State Department of Housing and Community Development for Grant Funding under the CalHome Program.
Recommended Action: Adopt Resolution 2010-26 authorizing submittal of an Application to the California State Department of Housing and Community Development for Grant Funding under the CalHome Program.
6.6 Contract with JoAnn Anders for Community Development Block Grant – Housing Programs - Program Operator.
Recommended Action: Authorize the Town Manager to execute a professional services contract with JoAnn Anders in the amount of $27,000 as Community Development Block Grant – Housing Programs – Program Operator.
6.7 Janitorial Services Contract Award.
Recommended Action: Authorize the Town Manager to execute an agreement with Garcia Janitorial for a two year contract to provide janitorial services for Town Hall, Public Works, and Tahoe Donner Yard per the staff report.
6.8 Regional Surface Transportation Program (RSTP) Funding Request for the Brockway Road Trail Project.
Recommended Action: Adopt Resolution 2010-28 requesting the Nevada County Transportation Commission (NCTC) to allocate $150,000 in RSTP Funds to the Brockway Road Trail Project (Capital Improvement Program 60-03-35).
7. DISCUSSION ITEMS
7.1 PUBLIC HEARING: Approve an Application for Funding for Community Development Block Grant (CDBG) General Allocation Funds for Housing Rehabilitation – Multi-Family Rehabilitation Project – Truckee Donner Senior Apartments.
Recommended Action: Conduct a Public Hearing and adopt Resolution 2010-25 approving the application for funding for CDBG General Allocation Funds for Housing Rehabilitation – Multi-Family Rehabilitation Project – Truckee Donner Senior Apartments.
7.2 PUBLIC HEARING: Continuance of Public Hearing for Solid Waste Services Rates.
Recommended Action: Continue the Solid Waste Rate Setting Public Hearing and approve a contract amendment to temporarily modify Section 20 (2) Compensation, Annual Inflation Adjustment of the Solid Waste Franchise Agreement substituting the consumer Price Index with the Solid Waste Collection Producers Price Index for use in calculating solid waste service rates for one year and approve Resolution 2010-24 adopting fiscal year 2010-2011 residential and commercial rates for solid waste services.
7.3 STAFF REPORT: Trails End Map Amendment Appeal.
Recommended Action: Adopt Resolution 2010-29 upholding the decision of the Planning Commission and denying the appeal.
7.4 STAFF REPORT: Fiscal Year 2010-2011 Town of Truckee Annual Operating and Capital Budget.
Recommended Action: Adopt the 2010-2011 Town of Truckee Annual Operating and Capital Budget, including proposed personnel changes, and adopt the estimated actual for 2009-2010 Capital Improvement Projects and the Parking Division as the amended budget amounts.

Town of Truckee Public Financing Authority – Notice of Cancellation
The July 15, 2010 regular meeting the Truckee Public Financing Authority is hereby cancelled. Regular meetings are scheduled for the first and third Thursday of each month, immediately following the Truckee Town of Truckee Redevelopment Agency meeting.
NOTE: As a sustainable practice separate agendas for the Redevelopment Agency and the Public Financing Authority will be provided only if there are items for the respective agency to consider. If there the meetings are cancelled the agenda will be combined with the Council Agenda. If there are items for the Redevelopment Agency or Public Financing Authority to consider a separate agenda for that body will be produced.
