IDEA in Practice
In October 2022, the Town of Truckee made a deliberate investment in more inclusive and accessible local government by appointing a dedicated staff member to create, lead, and grow what was then the Diversity, Equity, and Inclusion (DEI) Program. The program has since evolved into the Inclusion, Diversity, Equity, and Accessibility (IDEA) Program and continues to serve as a central connector across Town departments, community partners, and regional agencies such as Sierra Community House, the Washoe Tribe of Nevada and California, Sierra Senior Services, the Tahoe Truckee Unified School District, Sierra College, Truckee Donner Recreation and Parks District, Adventure Risk Challenge, the Truckee Fire Protection District, the Coalition of Organizations Active in Disaster, and Nevada and Placer Counties. .
The IDEA program works to ensure that Town services, spaces, and decisions reflect and serve the full diversity of Truckee. From language access and community events to youth engagement and regional partnerships, IDEA efforts are ongoing, responsive, and designed to grow alongside the community.
This page highlights a snapshot of that work, not as a comprehensive list, but as an overview of how IDEA values continue to show up across Town efforts.
Language should never be a barrier to participation. Over the past several years, the Town has taken meaningful steps to expand language access so more community members can engage with programs, services, and civic life.
From translating critical materials into Spanish, such as housing information and emergency alerts, to offering live interpretation at select public meetings, the Town continues to build more inclusive communication practices.
In April 2025, the Town’s Keep Truckee Green division and Truckee Roundhouse hosted their first-ever Spanish-only Mending Workshop. The makerspace filled with conversation, creativity, and shared learning—entirely in Spanish. Several participants shared how impactful it was to be in a space where language was not a barrier, with one attendee noting they were inspired to begin mending clothes at home for family and friends. Due to its success, the Town committed to hosting three Spanish-only mending workshops each year.
Additional milestones include:
- The Town’s first proclamation read and presented in Spanish for Hispanic Heritage Month in 2025, honoring the TTUSD Bilingual Services team.
- A monthly Spanish-language newsletter sharing Town updates and resources.
- Bilingual community workshops, including workshops focused on IDEA, Housing Equity, and the most recent update of the Housing Element.
- The launch of a bilingual WhatsApp group in November 2025, managed by the IDEA Program Manager, to share timely information in Spanish and English.
- Looking ahead, a Language Access Plan is included in the 2026–27 work plan and identified as a key goal in the IDEA Action Plan. This plan will help standardize translation, interpretation, and multilingual communications across departments and public platforms.
Connection is at the heart of inclusion. Throughout the year, IDEA staff and other Town representatives participate in community events designed to foster belonging, share resources, and build trust.
The Town is present at events such as Día de los Muertos, Día de los Niños, Truckee Pride Week’s Rainbow Run, Community Swim Night, the Truckee Community Block Party, Truckee Day, and National Night Out; each offering opportunities to connect with community members in welcoming, familiar spaces.
Staff also regularly table at events like Truckee Thursdays, Big Truck Day, and local farmers markets, ensuring Town resources and information are accessible beyond traditional civic settings.
The Town of Truckee recognizes the Waší∙šiw (Washoe) people as the original stewards of this land and values ongoing collaboration rooted in respect, learning, and relationship-building.
The Washoe Tribe of Nevada and California has expressed interest in continued partnership with the Town in ways that honor their culture and historical ties to the region. Most recently, the Tribe selected the name DEWBEYÚMUWEɁ for the new park along the Truckee River in downtown Truckee. Translating to “the water running out,” the name honors the Truckee River as the only outlet from Lake Tahoe.
The Tribe has also partnered with the Town to develop the Land Acknowledgment of the Waší∙šiw Homelands and continues to collaborate with the Engineering Division on thoughtful trail designs that protect culturally significant areas.
IDEA work includes creating pathways for young people to see themselves reflected in future opportunities.
TNT Tech Teens is a collaborative initiative bringing together the Town of Truckee, Truckee Chamber of Commerce, Tahoe Truckee Unified School District, Truckee Donner Public Utility District, Tahoe Forest Health System, Truckee Tahoe Airport District, North Tahoe Fire Protection District, and the California Highway Patrol.
Together, these partners are working to inspire and prepare the region’s future tech workforce by exposing local youth to career pathways, mentorship, and hands-on learning opportunities.

Public recognition matters. Proclamations and acknowledgements are one way the Town uses its platform to honor communities, elevate voices, and express solidarity.
At Town Council meetings, the Town has formally recognized and celebrated a range of communities and causes, including:
- Pride Month
- Asian American and Pacific Islander Heritage Month
- Hispanic Heritage Month
- Earth Day (presented to the Washoe Tribe)
- Veterans, including the launch of a video series highlighting veterans’ stories
These moments are more than ceremonial—they represent opportunities to acknowledge histories, celebrate contributions, and reaffirm the Town’s commitment to inclusion and equity.
The Town of Truckee is an active partner in the Tahoe Truckee Homeless Action Coalition (TTHAC), a regional coalition that brings together local governments, nonprofits, healthcare providers, faith and business organizations, a community foundation, library partners, and community members. Together, TTHAC works to expand solutions for neighbors experiencing homelessness and housing insecurity. TTHAC developed the Tahoe Truckee Regional Homeless Action Plan, a coordinated, community-informed strategy developed to align data, resources, and approaches across the region. The current plan guides shared efforts to address homelessness through prevention, services, and pathways to housing.
One key outcome of this regional work is the development of a one-year Navigation Center pilot, anticipated to open in early 2026. The proposed 3,000-square-foot center would provide a small, year-round space offering six interim housing beds and ten year-round shelter beds. In addition to a safe place to stay, individuals will be connected to case management, healthcare, and housing navigation services designed to support stability and long-term housing outcomes. By testing this model, regional partners aim to learn what works, build community trust, and strengthen coordinated responses to homelessness across the Tahoe-Truckee region.
Complementing this regional work, Town staff developed a Housing Equity Framework as part of the IDEA Action Plan. The framework helps identify gaps in existing housing programs and is intended to inform future program development and policy decisions. Its purpose is to support housing solutions that are designed and operated to meet the needs of all community members, including those who have historically been underrepresented in public processes, decision-making, and access to services.
IDEA work is not a checklist, it is an ongoing practice shaped by listening, learning, and partnership. As Truckee continues to grow and change, so too will the ways the Town works to ensure everyone feels seen, supported, and able to participate fully in community life.
