The Old Trestle project is comprised of multiple components. The first floor of the project is comprised of a distillery, lobby and retail area, elevator, dining-bar, kitchen, dining room, restrooms, bakery and area for deliveries. Outdoor patio/dining areas are offered at the first-floor level as well. To the west of the first-floor area is a proposed trash enclosure containing a three-yard garbage bin, five-yard cardboard bin, rendering area, and areas for mixed-recycling and food waste. The second floor is comprised of two dining flex spaces, office/staff room, mechanical equipment areas, and deck areas for an outdoor lounge and outdoor dining. Unconditioned space between the first and second floors proposes a total 11,010 square feet, and total conditioned space comprises 13,953 square feet, including 3,010 square feet of an existing structure onsite.

The project includes the partial demolition and full remodel of the existing building at 10331 West River Street as well as proposed new additions to the west and east of the existing building. While a distillery is proposed, most of the spirits will be produced at an off-site location.

The project does not include parking onsite.

The application proposes utility connections in West River Street. The project would install a new eight-inch water main in West River Street, extending through 10257 West River Street and connecting to the eastern portion of the building. The water connection is proposed for fire and domestic water service, and new fire hydrant is proposed at the north-eastern corner of the building. An existing propane tank serves the existing structure onsite, which will be removed as part of the project. The project would connect existing gas lines in West River Street through an extension of the line and connect to existing electrical lines along the project frontage on West River Street. The project will connect to the existing sewer line at 10257 West River Street. The project includes 350 cubic yards of fill.

The proposed project includes the following entitlement requests:

1. Development Permit – for commercial uses in excess of 5,000 sf. in Downtown zoning districts.

2. Use Permits – to approve conditional uses in the Downtown Mixed Use (DMU) zoning, comprised of the following:

a. Beverage Production

b. Bars & Drinking Establishments

c. Event Space

3. Zoning Clearance – to approve permitted uses is DMU zoning district as follows:

a. Table service restaurant

b. Outdoor dining & seating areas

c. Retail, general merchandise

d. Offices accessory to primary use

4. Minor Use Permit Amendment – for previous approval, Planning Application #2018-00000136

a. Alcoholic beverage sales

5. Lot Line Adjustment - to amend the existing lot line between 10331 West River Street with 10257 Wet River Street, transferring approximately 5,227 square feet of 10257 West River Street to 10331 West River Street.

6. Zoning Map Amendment – to rezone the Downtown Commercial zoned parcel at 10331 West River Street to DMU, consistent with the adjacent DMU zoned parcel at 10257 West River Street

7. Downtown Truckee Plan Land Use Map Amendment – to change Downtown Truckee Plan Land Use Map from Downtown Commercial to DMU.

8. Sign Plan – for three wall signs and two projecting signs totaling 54.2 square feet.
